Establishes a statewide "Blue Alert" system developed and implemented by the Bureau of Investigation of the Department of Public Safety to aid in investigation and apprehension of suspects in cases involving death or serious injury of a peace officer.

Blue Alert may be activated when an unaprehended suspect in a law enforcement officer death or serious injury case is determined to be a serious threat to the public, with the alert area potentially limited to specific geographic locations based on circumstances.

Activation requires that a law enforcement agency verify the suspect remains at large, poses a serious public threat, and sufficient identifying information is available for public dissemination.

Director of Bureau of Investigation must terminate the alert when the suspect is apprehended, the incident is resolved, or the alert is no longer effective for locating the suspect.

Provides immunity from civil liability for any entity or individual involved in disseminating a Blue Alert issued under this section, effective July 1, 2011.
