Reenacts sections 73-7-1 through 73-7-37 and 73-7-51 through 73-7-61 of the Mississippi Code governing the State Board of Cosmetology, its composition, duties, and regulatory authority over cosmetologists, estheticians, manicurists, wig specialists, and related professions.

Extends the repealer date for these cosmetology regulations from July 1, 2011 to July 1, 2013, allowing the State Board of Cosmetology to continue operating beyond the original sunset date.

Establishes a 5-member State Board of Cosmetology appointed by the Governor with Senate approval, with members serving 4-year terms and required to have 10 years of active cosmetology practice experience.

Sets licensing requirements, examination procedures, and fee schedules for cosmetologists, instructors, estheticians, manicurists, wig specialists, salons, and schools, with fees ranging from $10 to $300 depending on license type and services.

Authorizes the board to investigate complaints, conduct disciplinary hearings, impose fines ($50-$400 per violation), suspend or revoke licenses, and seek injunctive relief for violations of cosmetology regulations.
