Extends the automatic repealer on statutes creating and empowering the State Board of Barber Examiners from July 1, 2011 to July 1, 2016.

Reenacts Mississippi Code sections 73-5-1 through 73-5-43 governing barber regulation, including board composition, licensing requirements, examination standards, and fee schedules.

Requires the five-member board to consist of one member from each of the four congressional districts plus one at-large member, all appointed by the Governor with Senate approval.

Establishes barber and barber instructor licensing requirements, including completion of 1,500 hours at an approved school, passage of board examinations, and good moral character.

Sets annual license fees of up to $15 per chair for barbershops, $100 for barber schools, and various examination and renewal fees for individual practitioners, with reduced fees for applicants age 65 and older.
