Requires absentee ballots to be received by the registrar by 5:00 p.m. on the day before the election, with in-person absentee voting ending by 12:00 noon on the Saturday before Tuesday elections

Mandates the registrar prepare a list of absentee voters for each precinct and deliver it to election managers before polls open, allowing identification of anyone who cast an absentee ballot but also voted in person

Requires appropriate election officials (commissioners of election for general elections, or five county executive committee members for primaries) to examine and count absentee ballots at a public meeting by 9:00 p.m. on election day

Establishes that absentee ballots must be rejected if signatures don't match, the voter is unqualified, the envelope was opened and resealed, or the voter appeared in person and voted at their precinct

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965 before taking effect
