Revises definitions in psychology licensure law, including expanding the definition of "practice of psychology" to specify purposes and methods, and clarifying that Canadian universities must be provincially or territorially chartered to grant doctoral degrees.

Increases maximum license application fees and renewal fees to Seven Hundred Dollars ($700.00), with annual increases not to exceed Fifty Dollars ($50.00), and authorizes the board to charge late fees for late renewals.

Requires all applicants for licensure to undergo fingerprint-based criminal background checks through Mississippi Department of Public Safety and the Federal Bureau of Investigation.

Authorizes the board to issue temporary licenses valid until the next oral examination, temporary practice certificates for out-of-state psychologists (limited to 30 days per 12 months), and nondisciplinary educational letters to licensees.

Creates "psychologist emeritus" status for licensed psychologists age 65 or older with 20+ years of continuous licensure who are retired from full-time practice and work no more than 80 hours per month.

Repeals the entire psychology licensure law (Sections 73-31-1 through 73-31-29) effective July 1, 2014, and implements the updated regulations on July 1, 2011.
