Authorizes the Board of Trustees of State Institutions of Higher Learning to waive out-of-state tuition for students from states contiguous to Mississippi if those states waive tuition for Mississippi students based on proximity criteria.

Allows universities to request out-of-state tuition waiver policies from the Board of Trustees, which must approve such requests.

Authorizes community and junior college boards of trustees to waive out-of-state tuition under the same reciprocity conditions as universities, but only if state funds are available to reimburse the institutions.

Amends Section 37-103-25, Mississippi Code of 1972, to add reciprocity-based tuition waiver provisions to existing tuition regulations.

Takes effect July 1, 2011.
