Amends Section 97-3-53 of the Mississippi Code to expand the definition of kidnapping to include vulnerable persons as defined in Section 43-47-1.

Establishes that forcibly seizing, inveighing, or kidnapping a vulnerable person without lawful authority is subject to the same penalties as kidnapping a child under age 16.

Maintains penalties of life imprisonment if the jury fixes punishment at that level, or 1-30 years imprisonment if the jury fails to agree on life imprisonment.

Takes effect July 1, 2011.
