Creates a "Regional Alternative School Pilot Program (R.A.S.P.)" under the Division of Youth Services of the Department of Human Services for grades 9-12 students unsuitable for local alternative school programs.

Establishes the program as an interdiction/boot camp style residential facility located in Noxubee County or an adjacent county, with the Division of Youth Services responsible for administration and rule-making.

Participation is voluntary with youth court judges authorized to refer (but not sentence) children to the program; the Division must establish written guidelines for nomination and selection.

Allows the Division to award adult high school diplomas to participants meeting State Board of Education minimum academic requirements, or special certificates of attendance for those who do not.

Permits the Department of Human Services to accept federal, public, and private funds, as well as legislative appropriations, to cover program expenses; effective July 1, 2011.
