Amends Section 27-104-13 of the Mississippi Code to exempt special funds derived from patient care rates at Mississippi Veterans Affairs Board state veterans homes from state budgetary reductions.

Specifies that rates paid by veterans for patient care in state veterans homes shall not be considered "state-source special funds" subject to the State Fiscal Officer's reduction authority.

Maintains existing budget reduction provisions for all other agencies and special funds, including the 5% initial reduction cap and uniform percentage reductions for additional cuts.

Effective July 1, 2011.
