Adds commercial photographic film processors and computer repair technicians to the list of people required to report suspected child abuse or neglect to the Department of Human Services.

Maintains existing reporting requirements for attorneys, physicians, dentists, nurses, psychologists, social workers, school employees, law enforcement officers, and ministers to make immediate oral reports followed by written reports.

Requires the Department of Human Services to inform individuals under investigation of specific complaints or allegations made against them while keeping the reporter's identity confidential except when disclosed to law enforcement or prosecutors.

Establishes that willful violations of reporting provisions are punishable by a fine not exceeding $5,000, imprisonment in jail not exceeding one year, or both.

Takes effect July 1, 2011.
