Brings forward Section 25-3-25, Mississippi Code of 1972, establishing sheriff salary schedules based on county population, ranging from $55,000 for counties with populations not exceeding 9,500 to $90,000 for counties exceeding 200,000.

Authorizes optional annual supplements up to $10,000 for sheriffs in Leflore, Rankin, Tunica, Wilkinson, Marshall, and Greene counties, and requires a $10,000 supplement for Neshoba County sheriffs.

Provides a mandatory $15,000 annual supplement to Hinds County sheriff due to the county's status as the state capital, largest population, and greatest criminal caseload.

Allows any county board of supervisors to pay optional annual supplements up to $10,000 to their sheriff, provided such supplements are recorded in board minutes and do not duplicate supplements already authorized under other provisions.

Requires submission to the U.S. Attorney General under the Voting Rights Act of 1965 with an effective date of October 1, 2011, or upon federal approval, whichever occurs later.
