Authorizes operation of low-speed four-wheeled electric vehicles (maximum speed 20-25 mph complying with 49 CFR 571.500) on public roads and streets with posted speed limits of 35 mph or less, with permission to cross higher-speed roads.

Requires operators of low-speed vehicles to hold a valid driver's license.

Permits counties, municipalities, and the Mississippi Transportation Commission to prohibit low-speed vehicle operation on streets under their jurisdiction if deemed necessary for safety.

Amends Section 27-19-3 of Mississippi Code to include low-speed vehicles in the definition of "motor vehicle" for purposes of privilege taxation and licensing.

Takes effect July 1, 2011.
