Amends Section 37-7-711 of Mississippi Code to modify petition filing deadlines for school board trustee candidates in special municipal separate school districts that embrace an entire county.

Establishes a 60-day minimum filing deadline (instead of 30 days) for candidates in districts that border the Mississippi River, are intersected by Interstate Highway 20 and U.S. Highway 61, and have a population exceeding 47,000 according to the 1990 census.

Changes the election method from plurality voting (highest votes wins) to majority voting with runoff provisions; requires a runoff election three weeks after the general election if no candidate receives a majority of votes.

Provides two versions of the amended section: one effective until Section 3, Chapter 470, Laws of 2009 is effectuated under the Voting Rights Act, and another version to take effect thereafter.

Requires the Attorney General of Mississippi to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.
