Transfers primary authority for uniform traffic ticket design, form, content, and number of copies from the State Auditor to the Commissioner of Public Safety, in consultation with the Attorney General.

Grants the Commissioner of Public Safety discretion to determine the distribution of ticket forms, where they are filed, and what judgment information court clerks must report.

Requires court clerks to file copies of traffic tickets with the Commissioner of Public Safety within 45 days after judgment or within 120 days after ticket issuance if no judgment has been rendered.

Clarifies that mere failure to file an incarcerated person's ticket by the next business day deadline shall not be grounds for dismissal or prevent the person's release from custody.

Permits law enforcement agencies to file traffic tickets by electronic or computer means if they conform to the substantive requirements of uniform tickets, except for Mississippi Implied Consent Law violations.
