Amends Section 27-39-207 of Mississippi Code to revise newspaper advertisement requirements for school districts proposing ad valorem tax assessments with no increase in millage rate.

Requires school districts proposing a millage rate increase to publish advertisements at least 1/4 page in size with 18-point font in a black border, appearing weekly for two weeks before budget adoption, with a public hearing at least 7 days after first publication.

Creates a new advertisement form for school districts NOT requesting a millage rate increase, with simplified language noting that ad valorem tax revenue is generated through property taxes, rather than warning of increased tax burden.

Establishes that both types of advertisements must appear in newspapers of general circulation published at least 5 days per week (or less if that's the only option), cannot be placed near legal notices or classifieds, and must allow citizens to speak and present evidence at public hearings.

Takes effect July 1, 2011.
