Amends Mississippi Code Section 29-3-41 to authorize local school boards to reject all bids for hunting and fishing rights on sixteenth section school land.

Allows school boards to hold an auction among bidders in response to public advertisement, with the opening bid set at the highest bid received.

Requires at least three or more persons who submitted bids to participate in the auction for it to proceed.

Grants the previous leaseholder a right of final refusal to extend the lease at either the highest advertised bid or the highest auction bid amount.

Effective July 1, 2011.
