Creates the Motor Carriers and Shippers Contractual Indemnity Study Committee composed of 17 members including motor carrier representatives, shippers, state legislators, industry associations, bar associations, and state agency officials

Committee shall conduct a study of indemnity provisions in transportation services contracts, including insurance coverage availability, federal law review, and examination of other states' statutes voiding indemnity clauses

First committee meeting must occur by June 1, 2011, with temporary co-chairs from the Senate and House Judiciary Committees to organize and elect permanent leadership

Department of Transportation shall provide research and clerical support to the committee

Committee must submit findings and recommendations to the Governor and Legislature by December 1, 2011, for consideration during the 2012 Regular Session; the study committee provisions expire December 31, 2011
