Prohibits nonresidents from hunting deer with guns and dogs during the second gun and dog season (December 24 through a commission-set date) on Homochitto National Forest lands.

Maintains existing deer hunting seasons: bow and arrow (October 1 through Friday before Thanksgiving), first gun and dog season (Saturday before Thanksgiving through December 1), primitive weapons (December 2-15), and guns without dogs (December 16-23).

Allows the commission to establish an extended primitive weapons and bow and arrow season from February 1-15 in areas south of U.S. Highway 84 and east of Mississippi Highway 35 for legal bucks only.

Defines "legal buck" as a deer with antlers of four or more points with minimum inside spread of 10 inches or minimum main beam length of 13 inches.

Takes effect July 1, 2011.
