Amends Mississippi Code Section 97-15-13 to require nonresidents to have firearms unloaded and enclosed in a case when transported on public roads within the Homochitto National Forest during deer and turkey hunting seasons.

Creates prima facie evidence that a nonresident is hunting if found in possession of an unloaded and uncased firearm on any public road or right-of-way within the Homochitto National Forest, regardless of whether the firearm is inside or outside a motorized vehicle.

Exempts law enforcement officers performing official duties and persons engaged in lawful self-defense or protection of property and livestock from the hunting prohibition requirements.

Defines key terms including "firearm" (any firearm other than a handgun), "unloaded" (ammunition in enclosed containers separate from the barrel or magazine), and "motorized vehicle" (any motor-powered vehicle including ATVs).

Takes effect July 1, 2011.
