Amends Mississippi Code Section 23-15-227 to provide mileage reimbursement for election managers and other persons who use privately owned vehicles to transport election materials.

Reimburses mileage at the federal employee rate for all miles traveled in excess of 10 miles when transporting official ballots, ballot boxes, pollbooks, and other election necessities.

Maintains existing compensation of $10 per voting precinct for carrying materials to polling places and $10 per precinct for returning officer services.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended.
