Amends Section 23-15-239 of Mississippi Code to require election managers to attend an annual training course sponsored by county executive committees or election commissions.

Training courses may last up to eight (8) hours and must meet criteria prescribed by the Secretary of State, with online options available.

Allows training courses from other providers to satisfy requirements if approved by the Secretary of State.

Managers may be compensated at federal minimum wage to $12.00 per hour for training attendance, with compensation capped at 16 hours regardless of actual attendance time.

Requires submission to the U.S. Attorney General or District Court for the District of Columbia under the Voting Rights Act of 1965, with effectiveness contingent on that act's Section 5 approval.
