Amends Mississippi Code Section 23-15-213 to prohibit county election commissioners from serving on any executive committee affiliated with any political party.

Election commissioners continue to be elected by supervisors district, with one commissioner per district, and must declare party affiliation on the ballot at time of candidacy.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for compliance with the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
