Amends Section 37-23-145 of Mississippi Code to revise the Mississippi State Advisory Panel on Special Education membership to include the Project Director of the Mississippi Parent Training and Information Center and a representative from the Mississippi State Board for Community and Junior Colleges Division of Career and Technical Education.

Requires parents appointed to the panel to be parents of children with disabilities ages birth through 26 as defined by the Individuals with Disabilities Education Act, with a majority not employed by state or public agencies.

Establishes four-year terms for all panel members with eligibility for one reappointed term, and requires the panel to establish a membership committee.

Adds new duties for the advisory panel including developing corrective action plans for federal monitoring findings, making recommendations for panel member appointments, creating a public membership application, and posting approved meeting minutes on the Office of Special Education's website.

Takes effect July 1, 2011.
