Allows State Board of Education to declare emergency and take corrective action in school districts where more than 50% of schools are designated as At-Risk in any one year.

Removes requirement for specific membership composition of local parent/citizen advisory councils in at-risk school evaluation process.

Eliminates mandatory professional development plans for teachers, principals, and administrators based on length of time school has been under at-risk status.

Removes State Board authority to request removal or referenda to remove school board members from districts under at-risk status for three years.

Eliminates requirement for State Board to provide semiannual reports on schools at-risk and legislative reports on at-risk school status.
