Establishes an Office of Shared Services (OSS) within the Department of Finance and Administration to operate as a central business office providing accounting, human resources, payroll, travel, and purchasing services to all state agencies.

Requires the OSS to develop an implementation plan beginning July 1, 2011, with services phased in starting July 1, 2012, and complete transition no later than July 1, 2015.

Authorizes the OSS to set and charge fees to state agencies sufficient to cover direct and indirect costs of providing shared services, and prohibits agencies from spending appropriated funds on services the OSS will provide.

Exempts OSS director, employees, and transferred agency staff from state service status until July 1, 2015, when they will convert to state service membership.

Requires the OSS to report to the Legislature during the 2012 Regular Session on establishment costs, projected savings, implementation plans, and recommendations for consolidating IT services and procurement authority across state agencies.
