Amends Section 25-9-120 of the Mississippi Code to exempt contracts for school district conservators and school district financial advisors from Personal Service Contract Review Board oversight and regulations.

These contracts are added to existing exceptions that already exclude attorney, accountant, auditor, physician, dentist, architect, engineer, veterinarian, and utility rate expert services from board review requirements.

School districts retain authority to enter into conservator and financial advisor contracts without prior approval or compliance with board procurement standards.

Takes effect July 1, 2011.
