Increases initial pawnbroker license fee from unspecified amount to $750.00 and annual renewal fee to $475.00, with fees deposited into the Consumer Finance Fund.

Requires pawn ticket records for firearms to include make, model, caliber or gauge, and serial number as identifying information.

Establishes that applicants cannot have felony convictions to be eligible for a pawnbroker license and prohibits beneficial ownership by convicted felons.

Authorizes the Commissioner of Banking to charge examination fees of $300.00 to $600.00 per office location, with licensees examined no more than once per two-year period unless for cause.

Provides liability protection for licensees acting in conformity with rules, regulations, or interpretations issued by the Commissioner of Banking or other state and federal agencies.
