Reenacts Section 37-11-1 to allow parents or guardians of twins or higher-order multiples to request placement in the same or separate classrooms if enrolled in the same grade level at the same school.

School principals may provide educational recommendations but must honor parental placement requests unless students are different sexes and the school assigns by sex, or unless the school board intervenes after the principal reports disruptive placement.

Parents or guardians must submit written classroom placement requests within 14 calendar days of the school year start or within 14 days of the children's first attendance if enrolled after the year begins.

Deletes the automatic repealer on the parental choice provision for twin placement from Chapter 484, Laws of 2009, making the policy permanent.

Amends Section 37-43-1 to authorize local school boards to offer surplus inventory textbooks to parents or guardians of school-age children residing in the district, with parents responsible for returning textbooks or compensating the district for fair market value if not returned.
