Reenacts licensing and regulation provisions for residential builders and remodelers under Mississippi Code sections 73-59-1 through 73-59-19, including definitions, licensing requirements, examination procedures, and disciplinary actions.

Requires residential builders and remodelers to obtain annual licenses from the State Board of Contractors, with initial license fees of $50 (up to $100 maximum), and mandates proof of workers' compensation insurance and federal employment identification numbers or social security numbers.

Establishes disciplinary procedures allowing the board to issue reprimands, suspend or revoke licenses, or assess monetary penalties of $100 to $5,000 for violations including fraud, negligence, unlicensed work, and failure to maintain required insurance.

Requires license holders to disclose in writing to homeowners whether they carry general liability insurance, with disclosure placed prominently before the purchaser's signature line in contracts.

Extends the repealer date for residential builder and remodeler licensing provisions from July 1, 2012 to July 1, 2015, and makes this act effective July 1, 2011.
