Amends Section 19-5-92.1 of Mississippi Code to expand county board of supervisors authority to include work on man-made drainage structures, in addition to natural water courses.

Authorizes counties to clean or clear drainage ditches, creeks, channels, or conduits (both natural and man-made) and prevent erosion, with costs covered by county funds.

Requires counties performing work on private property to: make a public health and safety finding, provide written notice to affected property owners, receive no objections during the notice period, and construct culverts or bridges at county expense to maintain property access.

Requires counties to reimburse landowners for all damages or injuries resulting from county-performed drainage work.

Effective July 1, 2011; authorizes counties to levy additional taxes for this work only after adopting a resolution and publishing notice for three consecutive weeks, with a 15-day petition period allowing 15% or 2,500 qualified electors to trigger a voter referendum requiring 3/5 approval.
