Enhances penalties for false identification offenses committed by illegal aliens, increasing felony punishment to a minimum $10,000 fine and up to 10 years imprisonment for those 21 or older unlawfully in the United States.

Creates new felony offense for transporting, moving, or harboring illegal aliens knowing they violated immigration law, punishable by at least 1 year imprisonment or $1,000 fine, with exceptions for medical, legal, and charitable services.

Authorizes the Commissioner of Public Safety to enter written agreements with federal authorities under Section 287(g) of the Immigration and Nationality Act to allow state and local law enforcement to perform immigration enforcement functions.

Requires law enforcement to verify citizenship and immigration status of arrested persons within 48 hours using federal databases, notify Homeland Security if unlawful status is confirmed, and collect fingerprints of illegal aliens.

Prohibits state and local government entities from restricting the sharing of immigration status information with federal agencies and establishes a private right of action to compel compliance through writs of mandamus, effective July 1, 2011.
