Amends Section 41-29-142 to include drug or alcohol treatment and rehabilitation facilities in the list of protected locations for drug offense penalties.

Increases penalties for selling, manufacturing, or distributing controlled substances within 1,500 feet of a drug or alcohol treatment or rehabilitation facility, allowing courts to impose punishments up to twice those authorized under Section 41-29-139(b).

Establishes enhanced penalties for repeat offenders, requiring a minimum of 3 years imprisonment and up to life imprisonment, or fines up to three times those authorized under Section 41-29-139(b), for violations after a prior conviction.

Extends the same protected distance requirements (1,500 feet for the building itself and 1,000 feet for the property) to drug and alcohol treatment facilities as previously applied to schools, churches, parks, and other public venues.

Effective date: July 1, 2011.
