Amends Section 27-39-207 of the Mississippi Code to exempt school districts from required newspaper publication of their annual ad valorem tax assessment if no increase in ad valorem tax effort in dollars is proposed.

Eliminates the mandatory newspaper notice requirement when a school district's increased revenue derives solely from expansion of its ad valorem tax base.

Maintains existing newspaper publication requirements for school districts proposing an increase in ad valorem tax effort in dollars, including one-fourth page minimum size, 18-point type, and publication once weekly for two weeks preceding budget adoption.

Requires that any public hearing on proposed ad valorem tax increases be held at least seven days after the first advertisement is published and permits the meeting to coincide with the regular budget hearing.

Takes effect upon passage.
