Amends Section 13-3-63 of the Mississippi Code regarding service of process on nonresident motor vehicle operators involved in accidents or collisions within the state.

Expands the evidence acceptable to establish completion of service to include unclaimed mail, evidence that the defendant moved without leaving a forwarding address, or other postal delivery failures caused by the defendant's affirmative actions.

Declares that filing such evidence of undeliverable mail constitutes completion of service of process, allowing courts to proceed with judgment against nonresident defendants.

Maintains existing requirements that the Secretary of State serve as attorney-in-fact for nonresident drivers and that certified or registered mail notice be sent to the defendant's last-known address.

Becomes effective July 1, 2011.
