Authorizes eligible Mississippi voters with a current valid driver's license or identification card to register online through a secure website established by the Secretary of State.

Allows registered voters to update their voter registration information (name, address, etc.) through the online system.

Requires applications to be forwarded to the Department of Public Safety for verification against driver's license and identification card databases, then to the Secretary of State and county registrars for processing.

Mandates county registrars complete application processing within 25 days and verify applications by telephone, in-person contact, or other approved methods.

Requires the Attorney General to submit the act to the U.S. Attorney General or federal court for Voting Rights Act compliance; takes effect upon approval under the Voting Rights Act.
