Establishes the Motorcycle Safety and Operator Training Program within the Department of Public Safety to provide rider training courses for novice and experienced motorcyclists throughout the state.

Requires the Commissioner of Public Safety to appoint a Statewide Motorcycle Safety Director who must hold a valid motorcycle endorsement and be certified as a chief instructor by the Motorcycle Safety Foundation or equivalent organization.

Creates the Motorcycle Safety Operator Training Fund to be financed by new and increased fees: $5.00 annual tax on motorcycles, $1.00 fee on temporary motorcycle permits, $1.00 fee on motorcycle endorsement applications, and $1.00 fee on restricted motorcycle operator's licenses, effective July 1, 2011.

Establishes instructor certification requirements including good moral character, high school diploma, valid motorcycle license, at least two years of recent riding experience, and prohibits those with suspended licenses or felony convictions.

Authorizes the Department of Public Safety to adopt rules and regulations for program operations, contract with public and private entities for course delivery, and prescribe course enrollment fees with exemptions for law enforcement officers once per two-year period.
