Amends Section 41-97-9, Mississippi Code of 1972, to require state agencies to allow employees to participate in wellness council activities for 2-3 hours each month.

Authorizes the Mississippi Department of Health to designate a statewide wellness coordinator to create and develop a model statewide wellness program for state agencies addressing stress management, nutrition, physical activity, disease prevention, and smoking cessation.

Requires state agencies to designate an employee wellness liaison and may establish wellness councils composed of employees and managers to promote worksite wellness and implement coordinator recommendations.

Directs the statewide wellness coordinator to maintain health resource links, design outreach campaigns, study implementation and participation rates, and organize annual wellness conferences for state agency wellness councils.

Takes effect July 1, 2011.
