Expands the "Mississippi Accountability and Transparency Act of 2008" to require the Department of Finance and Administration to maintain a comprehensive searchable website with free public access to state expenditure data from all funding sources, including bond proceeds.

Requires the searchable website to include expenditure details such as recipient names, amounts, purposes, funding sources, budget programs, authority for spending, expected performance outcomes, and links to related state audits or reports, with updates required within 14 days of agency data submission.

Mandates the website provide machine-readable data access via XML and web-services API, and requires all agencies to provide required data within 14 days after it becomes available, with data retained for a minimum of 10 years.

Directs the Board of Trustees of State Institutions of Higher Learning and the State Board for Community and Junior Colleges to create separate accountability and transparency websites by July 1, 2012, with links from the Department of Finance and Administration website.

Applies accountability and transparency requirements to the legislative branch's expenditures and directs the State Auditor to examine agencies' compliance with the act requirements, effective July 1, 2011.
