Amends Section 25-5-3 of the Mississippi Code to explicitly include elected or appointed local school board members among elective county officers who can be removed by the Governor.

Empowers the Governor to remove local school board members through recall election procedures by referendum under the same regulations that apply to other county officers.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965.

Bill becomes effective upon preclearance under Section 5 of the Voting Rights Act of 1965, as amended and extended.
