Allows children of United States Armed Forces or Mississippi National Guard members on extended active duty stationed in Mississippi to enroll in any school district within their parent's county of station, at parental discretion.

Amends Section 37-15-29 to add a new subsection (5) permitting automatic transfers for military-connected students without requiring mutual consent between school districts.

Amends Section 37-15-31 to add subsection (6) establishing mandatory transfer procedures where receiving school districts must consent to the transfer and notify the original district.

Requires school districts accepting military-connected students to provide transportation or shift responsibility to parents, and prohibits assessment of tuition fees against transferring students.

Takes effect July 1, 2011.
