Amends Section 71-3-1 of the Mississippi Code to require that the Workers' Compensation Law be fairly and impartially construed and applied according to law and evidence in the record.

Adds explicit language stating that the Workers' Compensation Law shall not be presumed to favor one party over another.

Updates terminology throughout the chapter to replace "workmen's compensation" with "workers' compensation."

Clarifies that the Workers' Compensation Commission administers the law in cooperation with state and federal authorities for injury prevention, worker rehabilitation, and vocational restoration.

Takes effect July 1, 2011.
