Amends Mississippi Code Section 37-9-103 to include assistant teachers holding required State Department of Education credentials in the definition of "employee" under the Education Employment Procedures Law after two years of continuous employment with a district.

Amends Mississippi Code Section 37-9-105 to require school districts to provide written notice of nonreemployment to assistant teachers by April 15 or within ten days after the Governor approves the state education budget, whichever is later, using the same procedures as other licensed teachers.

Exempts the notification requirements when a governor declares a state of emergency or for employees in new start schools, consistent with existing exemptions for other professional personnel.

Takes effect July 1, 2011.
