Requires school districts to provide written or oral disclaimers at events stating that student speech does not reflect school district endorsement, sponsorship, or position.

Allows students to express religious beliefs in homework, artwork, and classroom assignments without penalty or reward based on religious content, with work judged by ordinary academic standards.

Permits students to organize prayer groups, religious clubs, and other religious gatherings before, during, and after school with the same facility access and advertising rights as non-religious student groups, effective beginning the 2011-2012 school year.
