Amends the definition of "sex offense" under Mississippi's Sex Offender Registration Act to include violation of health officer orders regarding HIV, AIDS, or other sexually transmitted diseases under Section 41-23-2.

Adds conspiracy to commit, accessory to commission, or attempt to commit any listed sex offense as a registrable offense.

Clarifies that certain convictions under rape and sexual battery statutes committed by offenders age 18 or younger are not registrable sex offenses.

Expands definition to include convictions from other jurisdictions that would constitute a sex offense if committed in Mississippi, or for which registration is required in the jurisdiction where convicted.

Takes effect July 1, 2011.
