Amends Section 77-3-705 of the Mississippi Code to expand the definition of "consumer" under the Mississippi Telephone Solicitation Act to include persons assigned commercial telephone lines in Mississippi, in addition to residential telephone lines.

Applies the existing protections of the Telephone Solicitation Act to commercial telephone line holders, subjecting telephone solicitors to the same regulations when calling commercial numbers.

Takes effect July 1, 2011.
