Amends Section 73-25-21 of Mississippi Code to allow the State Board of Medical Licensure to issue licenses to practice medicine without a Special Purpose Examination (SPEX) to out-of-state licensees meeting specific criteria.

Requires applicants to hold a valid, unrestricted license in good standing from another state for at least 5 years immediately preceding application.

Requires applicants to verify employment and hospital privileges in a licensed facility for at least 5 years immediately preceding application.

Maintains existing provisions allowing licenses without examination for National Board of Medical Examiners diplomats and Medical Council of Canada licentiates from accredited Canadian medical schools.

Takes effect July 1, 2011.
