Establishes a Mississippi Interagency Council on Homelessness within the Mississippi Department of Human Services to develop and implement a Ten-Year Plan to End Homelessness with focus on children, youth, families, individuals, and veterans.

Council membership includes representatives from the Governor's office, state departments (Health, Human Services, Mental Health, Education, Development Authority), legislature, HUD continuum of care regional groups, school districts, homeless service providers, and people with lived experience of homelessness.

Council must meet regularly to develop and implement the Ten-Year Plan, update it annually, and provide annual reports to the Governor, legislature, and public on progress toward goals and objectives.

Effective July 1, 2011.
