Reenacts the Mississippi Individual On-Site Wastewater Disposal System Law (Sections 41-67-1 through 41-67-39) governing the design, installation, operation, and maintenance of individual on-site wastewater systems.

Extends the repealer date of the law from July 1, 2011, to July 1, 2013, allowing continued regulation of wastewater disposal systems.

Amends Section 41-67-6 to eliminate the requirement for additional department approval when a property owner chooses a system from the department's list of systems suitable for a specific lot.

Establishes certification requirements for installers, maintenance providers, professional evaluators, and pumpers, with annual fees of $50-$100 and liability insurance requirements of $50,000 per occurrence and $100,000 aggregate.

Imposes civil and administrative penalties for violations, including fines up to $10,000 for improper installation and $5-$50 per day for failure to repair malfunctioning systems.
