Prohibits municipalities with a population greater than 150,000 (based on 1990 census) from charging water rates to consumers within one mile outside corporate limits that exceed rates charged within the municipality, unless the municipality files a detailed report with the Public Service Commission justifying the higher rate as necessary to cover additional service costs.

Requires the Public Utilities Staff to review the municipality's justification report and provide a written recommendation to the Public Service Commission within 45 days of filing.

Mandates the Public Service Commission to hold a public hearing and issue a final rate determination within 30 days of receiving the staff's recommendation, with any approved rate capped at twice the municipal rate.

Allows municipalities with populations over 150,000 to extend water distribution systems up to five miles from corporate limits, subject to the rate restrictions in Section 77-3-1 et seq.

Amends Section 77-3-1 to reference Section 21-27-39, bringing municipal water utilities providing service beyond one mile outside corporate boundaries under Public Service Commission regulatory authority.
