Increases filing fees for State Senator and State Representative candidates from $100 to an unspecified higher amount upon entering the race for party nomination.

Maintains existing filing fee structure for other offices, including Governor ($300), statewide offices ($200), and county-level offices ($10-$15).

Requires candidates to pay assessment fees to the secretary of the state executive committee by 5:00 p.m. on March 1 of the election year or the statutory qualifying deadline, whichever is earlier.

Specifies that fees must be accompanied by a written statement containing the candidate's name, address, party affiliation, and office sought, with copies transmitted to the Secretary of State by 6:00 p.m. on the qualifying deadline.

Requires submission to the Attorney General of the United States or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965; takes effect upon approval under Section 5 of the Voting Rights Act.
